CoC Update 7-21-08 NOFA Conference Calls
On, Monday, July 21, Homeward will host conference calls updating Ranking Committee members and applicants on the SHP NOFA. Summaries for each call are available using the links below.
COC Update 6/26/08
All applicants should review the following materials shared at the June 20th Executive Director’s Network Meeting. Letter of Intent: This year our CoC will accept letters of intent for applicants wishing to apply for HUD SHP Funds. All organizations planning to apply must complete the template and return it to Erika Jones-Haskins or fax 804-343-2049. Click here for template.

Understanding Continuum of Care Funding
The Continuum of Care (CoC) is a set of three competitively-awarded funding programs created to address the problems of homelessness in a comprehensive manner with other federal agencies. Homeward manages the CoC grant application process for the Greater Richmond continuum, whcih includes the following localities: the city of Richmond, and the counties of Chesterfield, Hanover, Henrico, Powhatan, Goochland, New Kent and Charles City.
How does this application process work?
The formal application process begins with a well-produced application with supporting materials that are reviewed by our local Ranking Committee. Those projects that are selected for funding will create an online application to HUD. Because the process is changing fairly significantly with a move to an online application, we cannot provide explicit details of the process at this point. HUD then ranks the applications and funds its selected projects accordingly.
2008 CoC Ranking Committee
Each year, Homeward works to create a Ranking Committee that is a strong cross-section of persons in the region who are knowledgeable about and interested in the issue of homelessness. The purpose of this committee is to act as an unbiased jury and rank the funding proposals that are on the table.
Applying for Funding
Who can apply for these funds?
Eligible applicants include States, local governments, other government agencies (such as public housing agencies), private nonprofit organizations, and community mental health associations that are public nonprofit organizations.
Who can be served by these funds? This program serves the needs of the homeless and chronically homeless, as defined by HUD. It is NOT designed to serve populations who are at risk of becoming homeless.

ANNOUNCEMENT (March 19, 2008)
1) Notice to all existing applicants and organizations interested in applying for funding under HUD’s SuperNOFA CoC program:
We anticipate that HUD will not release the SuperNOFA until after July 1 and that the filing deadline will come quickly, at a time when many are planning vacations. Accordingly, as a Continuum we need to begin taking substantive planning steps, even though HUD has not announced its funding. We need to know which organizations want to be included in this funding request in order to plan the best strategy for generating a competitive application. Please click here for the template of the Letter of Intent. Complete and fax to Suzanne Davenport at (866) 266-0170. We ask that you return these by June 4th, so that we can begin to formulate our plan for the Continuum’s consolidated application.
2) According to a Mar. 19 notice from HUD, this year’s application information will be shared in two notices. We will receive the first notice in spring of 2008 and the second notice (the actual NOFA) will not be released before July 1, 2008. This is a significant shift from past timelines.
We recommend that all potential grantees take advantage of the additional time to read the March 19th Federal Register Announcement since it describes actions you should be making now to prepare for the application (i.e., completing the registration process).
